Paraguay's current ambassador to Lebanon, Alejandro Hamed, is to be the new foreign affairs minister. Hamed has freely admitted to having contact with what the US considers terrorist organisations, Hezbollah and Hamas. However, Hamed argues that this was only to help civilians escape the Israeli attack on Lebanon in 2006, and we do not see this having a major impact on Paraguayan-US relations. We also expect Hamed to focus his efforts towards developing the Mercosur trade bloc.
