President Felipe Calderón's much-hyped energy reform proposals remain firmly in the balance. We believe much political manoeuvring remains between the three major political parties before the date for a congressional vote on the reform package is agreed. Even then, Calderón is likely to want assurances that that the bill will pass, and could therefore be tempted to water down the final proposals. While we are optimistic of an outcome in H208, we caution that the reform negotiations could spill over into next year.
