The government of Dominica has accused Martinique and Guadeloupe of fishing in its territorial waters. Andrew Magloire, the Chief Fisheries Officer of Dominica, said that French-flagged fishing boats operating out of Martinique to the south and Guadeloupe to the north had for years been operating in Dominica's territorial waters, and that various attempts to reach a solution to the problem had been unsuccessful.
