In BMI 's view, one of the key disconnects holding back progress in Haiti was on full display during May and early June - the stubborn gap between the need for rapid action to resolve the social and economic crisis on the one hand, and the slow and complex political process on the other. So more than a month after losing his previous prime minister, President René Préval was still trying to find a new one, holding meetings with his disparate coalition in early June to try and build a consensus around his second choice for the job, Robert Manuel.
