With regional elections scheduled for November we expect to see a rise in nationalistic and confrontational rhetoric from Venezuelan President Hugo Chávez as they draw closer, particularly as his popularity is on the wane. Moreover, earlier this month, right-wing leaders from the oil-rich state of Zulia signaled that they may seek greater autonomy from the central government. Although it is early days, we believe that if this movement intensifies, political unrest will rise in Venezuela. Our short-term political risk rating is currently 72.9, having fallen from a high of 78.8 in February, and we expect to see further downward pressure
