President Oscar Arias has appointed Janina del Vecchio to replace Fernando Berrocal as the country's new security minister. Berrocal agreed to resign on April 4, the day before he was scheduled to face a congressional hearing concerning his allegations that Costa Rica's political circles had linkages to the Colombian paramilitary group the FARC. In our view, the selection of del Vecchio is an attempt to take a more conciliatory approach to security policy.
