At the end of February, parliament rejected a no-confidence vote against Prime Minister Jacques Edouard Alexis. Although the government's majority was comfortable - and under the terms of the country's constitution, there cannot be another no-confidence vote this year - the 10-hour debate was indicative of the pressures that are building up on the Alexis administration and on President René Préval. Eight legislators who called for the no-confidence debate stressed the government's failure to create jobs and control rising food prices. One of them, Isidor Mercier, said the no-confidence motion was 'based on the cry of distress of the population'.
