On October 24 US President George Bush announced a series of new initiatives designed to hasten the end of the current Cuban regime. He also announced the creation of a multi-billion dollar Freedom Fund for Cuba, which will allegedly be used to help rebuild the island's economy and make the transition to democracy. Cuba would be allowed access to the fund if it moved towards guaranteeing fundamental freedoms, including freedom of speech and multi-party elections. There was also an initiative to provide cheap computers and student scholarships if the Cuban authorities granted unrestricted internet access.
