BMI View: A resolution to the central bank's quasi-fiscal deficit has been approved by congress and, barring unforeseen setbacks, should be signed into law by the beginning of Q407. While there are sizeable risks to such an ambitious refinancing programme, we remain hopeful that the country can now strengthen and improve the integrity of its financial system.
