The high-profile murder of El Salvadorean emissaries in Guatemala City has cast the spotlight on the country's law enforcement framework. In particular, public concerns over corruption within the system have only been heightened by allegations that organised crime gangs have infiltrated the nation's police service. This is best encapsulated in our structural political ratings, which put the country's 'Law and Order' status at just one point above 'total breakdown'. Unfortunately, we believe that the systemic problems in the law enforcement system run so deep that it will make little difference who wins in September's
