President Alan García has invited the leaders of the opposition to assist the council of ministers. In doing so, García gave the opposition the opportunity to take part in various reforms, which include reducing government bureaucracy as well cutting the number of regional offices from 69 to 30. According to the President, these changes are necessary for effective state reform. While we praise García's efforts, we are concerned that his party (APRA) does not have an active majority in congress, which may hinder the prospects of reform.
