President Felipe Calderón called for a renewal of the constitution at a speech commemorating its 150th anniversary. Although the constitution has undergone piecemeal amendments since its enactment, Calderón stated that Mexico's constitutional and legal framework is in considerable need of modernization. Our structural political risk ratings confirm this view - Mexico scores a disappointing 13 out of 20 for its institutions. We believe, however, that an overhaul of the constitution is an unlikely prospect for now, given the divisions in Congress. Indeed, Calderón's speech avoided any explicit announcements of structural reform proposals.
