Congress approved the 2007 budget in December, with the focus firmly on tackling poverty and crime. Almost half of the budget's US$2.59 expenditure programme has been earmarked for social spending - including increased funding for education, health, community schemes and security measures. We are encouraged by these proposals, which are in line with the three-year poverty reduction agreement with the
