It is unclear whether the controversy surrounding the recent voting for Latin America and Caribbean's vacant non-permanent United Nations Security Council seat for 2007-08 will have implications for President Oscar Arias's ambition for Costa Rica to take the position in 2008-09. Guatemala and Venezuela both vied for the seat, but after an impasse in the voting process, the position eventually went to Panama. If Costa Rica puts forth its candidacy in 2008-09, and Venezuela runs for a second consecutive year, it could once again put the latter on a diplomatic collision course with a US-friendly Central American nation.
