The Inter-American Commission of Human Rights (IACHR), based in Costa Rica, recently ordered Suriname to compensate the survivors of the 1986 Moiwana massacre committed by the army. The head of the army at the time was former military dictator and current parliamentarian, Desi Bouterse, who has not accepted responsibility for the massacre. The IACHR ordered the government to pay US$3mn to the 130 survivors, including the legal costs incurred during the hearings.
