Carlos Brizola Neto of the Partido Democrático Trabalhista (PDT) took office as Brazil's new labour minister on May 1, replacing Carlos Lupi who resigned from the post in December 2011 following corruption allegations. While Brizola Neto's appointment should help President Dilma Rousseff strengthen ties with the PDT, we believe she will continue to struggle to consolidate power within her expansive legislative coalition over the coming months given the fractious nature of Brazil's political party system.
