BMI View: Despite weathering the economic slowdown relatively well, Montserrat remains heavily reliant on external grants to cover its massive primary central government deficit. We believe that painful cuts in expenditure are all but inevitable as the prospect of lower grants - brought about largely by fiscal tightening in the UK - looms large on the fiscal horizon.
