BMI View: Paraguay's public accounts are in robust health, with rising revenues and fast moderating expenditure growth likely to widen the central government surplus to 0.6% of GDP in 2010 and 0.7% in 2011. Combined with its favourable debt dynamics and we believe the sovereign is well placed for an credit rating upgrade over the medium term.
