New Finance Minister

President Álvaro Colom has appointed Edgar Balsells as Guatemala's new finance minister following the resignation of Alberto Fuentes on June 23 over the failure to pass much-needed tax reforms. Balsells' foremost challenge will be to drive further attempts to reduce tax evasion and increase a tax-to-GDP ratio which, at 9.9%, is the lowest in Central America.
