Window Of Opportunity Amidst Oil Spill Disaster

In a rare positive development in Cuba-United States relations, on May 26 the US Department of Treasury granted a delegation from the International Association of Drilling Contractors (IADC) based out of Houston permission to travel to the Communist island to begin bilateral cooperation on safety and environmental practices following the BP oil disaster in the Gulf of Mexico. Importantly, this marks the first time that an American oil industry delegation will visit the island since the US instituted its embargo on the country 48 years ago.
