Piecemeal Reforms A Positive Step

The Cuban government has taken a positive step forward in its efforts at attracting investment inflows and developing the country's tourism industry, having approved in early May the construction of golf courses, marinas and real estate projects by foreign investors. While domestic law prohibits foreigners from owning land, the new plan will likely involve overseas firms being granted medium-to-long term property leases.
