Head of Paraguay's secretariat for national emergencies, Camilo Soares, has been formally charged with producing fake travel expense claims following a trip to Madrid in 2008. While the accusations follow a spate of similar charges against other public figures, this decision is likely to be particularly damaging for President Fernando Lugo.
