BMI View: Highly accommodative fiscal policy and weaker tax revenues are weighing on Argentina's primary surplus. Although the government should be able to muddle through in the short term, with a potential return to the international capital markets in 2010, we remain concerned about its willingness to take tough decisions and rein in spending.
