Plan For Capital Gains Tax

Peru's President Alan García will propose a South American regional security force at the meeting of the Unión de Naciones Suramericanas (Unasur) on November 28. Despite the idea apparently being well received by the leaders of Argentina, Brazil, Ecuador, Paraguay, Uruguay and Colombia, the plan highlights the recent heightening of political tensions in the region, which has seen relations deteriorate between Colombia and Venezuela, as well as the current spying allegations by Peru against Chile. As a result, we find it hard to envisage such a force becoming a reality in the near term.
