November 2009 | Risk SummaryWith the passing of the new constitution President Leonel Fernández has, among other goals, succeeded in re-synchronising legislative and presidential elections in his country, and removed restrictions on presidential term limits, as long as these are preceded by a four-year hiatus. This was part of a deal reached with opposition Partido Revolucionario Dominicano (PRD) leader Miguel Vargas, which would allow the latter to run for president in 2012, and potentially be replaced by Fernández in 2016. By re-synchronising the legislative elections, Fernández will be able to push key policymakers into the national assembly in the 2010 election, who would remain in place until the 2016 poll in which Fernández intends to participate.
