A Risky Strategy?
April 2009 | Ratings UpdateAccording to the attorney general's office, President Manuel Zelaya could face up to 10 years in prison should he order the national statistics institute (INE) to organise a referendum on constitutional reform. According to the office, only the supreme electoral tribunal (TSE) could organise a referendum and only if set criteria were met. Despite the legal concerns, Zelaya maintains that a referendum on constitutional reform will be held, possibly later this year. We believe that the opposition Partido Nacional could use the issue to gain momentum and exacerbate divisions with the ruling Partido Liberal ahead of November's elections.
