April 2009 | Ratings UpdateMexico has appointed Nicandra Castro Escarpulli as head of the Agencia Federal de Investigación (AFI), the federal agency charged with combating organised crime in the country. Escarpulli's previous role was as head of the Procuraduría General de la República (PGR)'s kidnapping unit, and is therefore accustomed to working with Attorney General Eduardo Medina Mora and his battle against organised crime. However, we believe Escarpulli's appointment is likely to drive a wedge further between the Mora and Mexico's top police chief, Genaro García Luna, who appear to be at loggerheads over who should conduct the battle against the powerful drug
