Constitution Reform On The Cards?
January 2009 | Political Risk AlertCosta Rican minister Rodrigo Arias has stated the pressing need to reform the country's constitution, which dates back to 1949, in order to improve governability. According to Arias, the constitution needs to be modernised to 'redefine the concept of the state we want in the future' and 'to update the balance of powers', although his comments have been denounced by the main opposition Partido Acción Ciudadana (PAC) as vaguely defined goals intended to concentrate more power in the hands of the executive.
