Shining Path Goes Political?

The leader of the Maoist guerrilla organisation Shining Path, Commander Artemio (also known as Comrade Artemio), seemed to have responded for the first time to diplomatic overtures by Peruvian authorities during a telephone conversation with the local press on September 17. Although Comrade Artemio rejected calls by Peru's police for Shining Path to lay down its arms, the leader of the militant organisation acknowledged his willingness to negotiate a 'political solution'. While this is only an initial statement from Comrade Artemio, we note that the implications going forward could have mixed results for the García administration.
