Prospects of the government tapping the discretionary fund, reserved for emergencies, to address the mounting problems surrounding the controversial Transantiago public transport system will mark the cabinet's admission of defeat and could tip the balance in the opposition's favour come election time. We currently see little room for a comeback in opinion polls for the ruling Concertación coalition.
