Six months into his first term in office, President Álvaro Colom announced a cabinet reshuffle in July. Guatemala's leader replaced his health and agriculture ministers, Eusebio Del Cid and Raúl Robles - a move seized upon by the government's political opponents as evidence of incompetence at the highest level. Robles, in particular, had been criticised for the mismanagement of the agriculture ministry's budget in the first half of 2008, as well as problems with distribution of fertilisers. Del Cid, meanwhile, had been ordered by the opposition Partido Patriota (PP) to account for anomalies such as the destiny of 70 donations
