Panama's President Martín Torrijos has shaken up his cabinet following the resignation of various ministers with aspirations to stand in the general elections in 2009. The most notable departure was former housing minister Balbina Herrera, who was recently elected president of the ruling Partido Revolucionario Democrático (PRD).
