Paraguayan President-elect Fernando Lugo has offered rival party leaders key positions in the senate in an attempt to ensure support for his government in congress. According to the electoral authority, the Alianza Patriótica para el Cambio (APC) (a bloc made up of ten political groupings plus social, trade union and rural farming organisations) will have 14 seats in the upper house, while the opposition Partido Colorado (PC) will have a relative majority of 15 out of 45 seats.
