At the end of April a group of Anguillan legislators called publicly for the island to gain greater self-rule from the UK, a move requiring a new constitution and one that could be taken as far as full independence. At a public forum held on April 28 at the request of the government of chief minister Osbourne Fleming, various speakers outlined some of the options. Constitutional expert Dame Bernice Lake noted that the island was being administered under a system that did not offer internal self-government. She questioned whether the island currently had a 'meaningful' constitution at all.
