A series of changes announced in late April were interpreted in Cuba and abroad as a sign that the new President, Raúl Castro, was consolidating his power base. Education minister Luis Ignacio Gomez, who had been in office for over 18 years, was replaced by Ana Elsa Velazquez, a former teacher and deputy. It was left to Raul's elder brother and former President, the semi-retired Fidel Castro, to accuse Gomez of being 'burnt out', 'losing revolutionary consciousness' and spending too much time travelling abroad.
