More Referenda Expected
May 2008 | Risk SummaryThe Santa Cruz referendum on May 4 paved the way for further regional votes on the issue of autonomy. We now expect Beni, Pando and Tarija to follow suit in the coming months. President Evo Morales' government, unsurprisingly, has downplayed the Santa Cruz vote, but has acknowledged the need for open debate on the issue.
