Bolivia's political environment continues to deteriorate and the country has received another downgrade in our short-term political ratings. President Evo Morales has stepped up his efforts in a bid to avoid a referendum on regional autonomy by Santa Cruz prefect Rubén Costas, which his spokesman says could put the country in 'imminent danger' of breaking up. Autonomists held a huge rally on April 2 in Santa Cruz in support of their cause, which organisers claimed saw 300,000 people turn out.
