Public Security Minister Genaro García Luna has announced that the government intends for the troops and special forces battling the drug cartels in 11 states to be redeployed by 2009. With mid-term elections next year for both congress and the senate, such a move would send a strong signal of progress on security, even if the government cannot claim an outright 'victory' over the gangs. Not only would troops be off the streets, but also the government expects the reorganisation and reform of state police forces, many of which had been infiltrated by the gangs, to be completed.
