The Dominican congress passed the 2008 budget in January. The DOP300.9bn budget calls for a 17% increase in spending, with the biggest rises earmarked for education and social aid, and was passed by 94 votes to three. In our view, the looser budget this year is not a massive surprise, given that general elections are scheduled for March.
