Préval Wants To Change Consitiution

A number remember that in Préval's first presidency (1996-2001) it was precisely a dispute over elections which led him to close down parliament. They view his recent decision to dissolve the Provisional Electoral Council (CEP) with suspicion. Préval says he wants to replace the CEP, which was hit with allegations of corruption, with a less bureaucratic and costly nine-strong electoral board.
