November 2007 | Ratings UpdateProtesters clashed with police in demonstrations resulting in three deaths after Bolivia's ruling Movimiento al Socialismo (MAS) party pushed a preliminary draft of the new constitution through the constituent assembly on November 24. The draft, which guarantees departmental and indigenous autonomy, state control of the country's natural resources, and presidential re-election, was only approved by 136 of the 138 delegates present, with 117 representatives boycotting the assembly in protest. The deterioration of Bolivia's policy-making process has resulted in a downward revision in our short-term political risk rating, which falls to 55.0 from 63.8.
