Lula: A Third Mandate?

There has been mounting speculation that President Lula may be tempted to stand for a third consecutive mandate; a scenario that would require a change to the constitution. We do not believe that the president has the ability, or overwhelming desire, to pursue such aims, although we do not discount the possibility of Lula running again in 2014.
