The cabinet changes speculated in local press have been confirmed by President Tabaré Vazquez, who named the shuffle part of a strategy for the 2009 elections, and not the response to any political crisis. Key ministries, including foreign affairs, industry and energy, and defence will have new faces, as the president seeks to keep his Frente Amplio (FA) coalition united. Vazquez has also continued to rule out his own running for re-election, a claim to which these actions lend extra credence.
