Legislatures for the opposition PLC are pushing for a legislative decree that would provide amnesty for all public officials in the last three governments convicted of corruption. By framing it as a legislative act, and not a law, President Daniel Ortega would not be able to veto it. The endgame for the PLC is to allow former president Arnoldo Alemán full amnesty. In effect, Ortega has had tremendous leverage over the PLC because he has agreed to keep Alemán a free man in exchange for their political support - and this decree, if passed, would free them up to oppose
