February 2008 | Risk SummaryPersistent food shortages are their toll on President Hugo Chávez' popularity at home, while his confrontational rhetoric seems to be loosing him international support. At the presidential summit of the Alternativa Bolivarian para las Américas (Alba) in January Chávez proposed creating a regional military alliance against the US. The proposal was not welcomed by even Chávez's closes allies, with Bolivian President Evo Morales and President Rafael Correa of Ecuador preferring to distance themselves from the idea.
