Role For Haitians in US?
December 2007 | Risk SummaryIn November, President René Préval continued lobbying for constitutional changes in Haiti, a proposal that had earlier met with considerable suspicion from a variety of sources. The president had launched his initiative the previous month, saying that the 1987 constitution does not provide an adequate framework for establishing the political stability Haiti needs. One change he is seeking is for the constitution to allow consecutive five-year presidential terms, although he has been careful to add he is not himself looking for a second term. While admitting that the 1987 constitution was not perfect, opposition parties remained way of any tinkering.
