December 2007 | Ratings UpdateOn December 1, President Daniel Ortega inaugurated a system of 'people's power councils', which are designed to allow direct voter participation into government decision-making. This follows a see-saw battle between Ortega and Congress, which had tried to pass a law forbidding the creation of such councils, only to see it overturned by the judiciary. Indeed, because the measure seems intended to concentrate even greater power within the office of the president, by circumventing the legislature, we would not be surprised to see Nicaraguan lawmakers continue to fight against the measure.
