Election Over; Problems Persist

Álvaro Colom will be Guatemala's president from 2008 to 2012, following his victory over Otto Pérez Molina in the November 4 second-round election. He will have his hands full, in our view. The departing president, Oscar Berger, was unable to make any headway with the country's endemic crime and corruption problems in his four-year term, and with only a narrow election victory from an apathetic electorate, Colom's mandate is unimpressive.
