Constituent Assembly Reopens
September 2007 | Risk SummaryThe constituent assembly reopened in Sucre on September 5, after violent demonstrations caused a two week closure. The government, led by President Evo Morales, has grudgingly made a couple of concessions to locals, who have demanded that the constituent assembly should make Sucre the country's official capital. The compromise includes Sucre becoming the home to any new national institutions the assembly sets up. While the recommencing of the assembly is a step in the right direction, we are sceptical of the government's ability to draw up a new constitution by the December
