June 2007 | Risk SummaryBolivian President Evo Morales has clashed with the judiciary, arguing that judges are hampering his reform agenda. Morales has accused judges of aligning themselves with rightwing politicians who have filed lawsuits to block his reforms. Opposition of Morales, however, have accused him of wanting not only to reform, but to control the system. In our political ratings, Bolivia scores a poor two out of four in the 'independent judiciary' category, and five out of ten for 'policy enactment.' The ongoing power struggle between Morales and the courts supports these low ratings.
